Error When Accessing Properties of Network Connection

In Win. XP... Internet Explorer 6 (IE6)... Trying to
enable Internet Connection Firewall (ICF). In Control
Panel... Network Connections... Right click on my dial-
up connection... On drop down menu, click on
Properties... Click on the Advanced tab... Warning
Message: "An unexpected error occurred."
Can't get to ICF settings window.
Tried another route... Control Panel... Internet
Options... Connections tab... select my dial-up
connection... Settings button... click on Advanced
tab... Error Message: An exception occurred while trying
to run "shell32.dll,Control_RunDLL"C:\WINDOWS\System32
\INETCPL.CPL",Internet Options"
Deleted old and set up new internet dial-up connection.
Same problem.
Possibly caused when I used Win. XP's Add/Remove Programs
utility to remove Earthlink's software. After that
uninstall, the "pair of communicating PCs" icon in the
System Tray no longer shows up when I use my dial-up
connection.
Can still use IE6, but WITHOUT a firewall in place. Also,
can't get to Advanced area where I can set "Run ActiveX
controls" or "Run Java Script" to the Prompt option (vs.
Enable which lets anyone do anything). My connection is
not as secure as I want it to be.
Any help would be appreciated. Thanks.

Tried both steps in That Knowledge Base Article (824923).
Both steps gave "completed successful" responses. No
help. Still same error message when trying to view
properties.

Suggestion:
Search on inetcpl.cpl
Rename C:\WINDOWS\system32\inetcpl.cpl to inetcpl.old
Copy C:\WINDOWS\ServicePackFiles\i386\inetcpl.cpl to C:\WINDOWS\system32
Restart computer
Test to see if issue is resolved

Microsoft "control freak" mentality won't let me get rid
of the \system32\inetcpl.cpl file by renaming it. I
renamed it, went out of \system32\, went back in and had
BOTH inetcpl.old AND inetcpl.cpl. MS Win XP had already
put another copy of it back there again. I copied the
i386 version of it anyway. Went through the "Do you want
to overwrite?" "Yes" exercise. Checked it out. Still
all the same problems as in original message.

encountered the "unexpected error" message?

Thanks for sticking with this one.
There are not many more details to give that weren't in my
first message. (Re-copied original into this message to
get it back to a readable stage.) Every time I try to
access (by whatever route) Advanced properties of my
internet dial-up connection I get that message. Some
additional things...
In Internet Options (whether accessed from IE6 or Control
Panel) only 5 tabs appear. I don't get an "Advanced" tab.
The "unexpected error", "shell32.dll" error, no Advanced
tab, etc. all seem to be interconnected somehow.

So when you look at the properties of your dial up connection, all the tabs
except Advanced work OK. And when you click on the advanced tab, you get
the unexpected error?

To be clear you mean the advanced tab, not the advanced button on the
advanced tab, right?

Yes & no. Your statement oversimplifies.
I did some "serious" checking out this time to make sure
that I got the same results from each different route each
time. I'm seeing 3 different error messages
("...unexpected error..." and "...shell32.dll,control..."
and "IE Problem. Send error report to MS?") via at least 5
different paths.
(1) Start menu... Settings... Control Panel... Network
Connections... (see LAN & A1) click on A1... Nothing
happens, except all menus disappear.
(2) Win. Explorer... Control Panel... double-click Network
Connections... click (select) A1... File menu...
Properties... "Unexpected error"!
(3) Win. Explorer... Control Panel... double-click Network
Connections... rt. click A1... Properties... "Unexpected
error"!
(4) Win. Explorer... Control Panel... double-click
Internet Options... (only get 5 tabs, no Advanced tab)
Connections tab... select A1... Settings button...
Properties button... click on Advanced
tab... "shell32.dll,control" error! "IE Problem. Send
error report"!
(5) IE6... Tools menu... Internet Options... (only get 5
tabs, no Advanced tab) Connections tab... select A1...
