Error: The ordinal 175 could not be located in the dynamic link library USERENV.DLL

I can't find any reference to this error in Technet but i did find an old
reference to a duplicate userinit file from NT3.51. I have the same
symptoms. After closing the error all the user has is wallpaper but using
KB161850 i was able to get explorer running. The problem did not appear to
be the userinit.exe file though.
Here's how the user got in this fix. She installed the latest Windows 2000
updates and then uninstalled them from Add/Remove programs... Now she has
this startup problem... Any ideas? Thanks, charlie

I did get the user back on line by using the technique from the old KB to
get the desktop, then reinstalled the updates the user had removed and now
she is back up and working normally. Right now the google connection is not
working because i am having connection problems through my ISA server after
running the latest security updates on my Windows 2003 server which hosts
the ISA server... I keep losing my internet connection and have to reboot
the server... Don't think it is a virus because i did have the latest
security updates installed and am also running a current McAfee Netshield.
