Error Starting Up

I've recently encountered troubles in starting up my computer. My computer
doesn't make it to the XP login screen. My screen stays black, and then my
computer restarts. Afterward, a prompt comes up telling me WIndows didn't
startup for whatever reason. I can choose to boot in safe mood, go with my
last known good configuration, or startup windows normally. Neither works.
Why is this happening?

To give some reasons:
A: Downloading movies with virus files
B: Downloading program files
C: Using unsave program's
D: E-mailvirus

Maybe you have changed someting under msconfig

It helps if you could give more to work with.
What where you doing as it appears the first time, what have you done the
time before?
