Laurie,
From Control Panel> Internet Options> Advanced> uncheck "Enable third party
browser extensions." That should allow IE to work.

You might first try deleting the TIF folder and History folder.
See: How To Delete the Internet Explorer Temporary Internet Files:
http://mvps.org/winhelp2002/delcache.htm

Other possibilities at http://www.mvps.org/inetexplorer/answers.htm#shell32

Run Ad-aware & Spybot. See if malware is causing the problem.
Dealing with Unwanted Spyware and Parasites:
http://mvps.org/winhelp2002/unwanted.htm

Try disabling other programs to see if one of them is causing the problem.
Look at things like ad-blockers, security programs, antivirus, IE add-on
toolbars, etc.

You should re-enable browser extensions after the problem is resolved.
