Error Msg. While Initializint Device IOS

I have a computer that needed to be reformatted. After
trying to reboot with Windows 95 the Error Message: While
Initializing Device IOS, A Windows Protection Error
occured. You need to restart your computer.

Can anyone tell me what this means and how to fix it. The
computer is an E-Machine given to me for my daughter and
had Windows XP home on it.
