error message

I'm inquiring this on behalf of a friend who can't get to
his Internet Explorer 6. He recently reinstalled Windows
98 and has a Dell computer. Everytime he tries to open the
Internet explorer, he gets this message, "A Win 32 API
function failed". His computer then freezes, and he has to
turn it off. Any suggestion as to what he can do? Thanks.

The complete and exact error message would help.

Also why did he re installed windows, what was the problem:

Thanks for your reply. I e-mailed it to friend, and he
replied the following:

The whole message is what I told you: "A Win 32 API
function failed.'

I reinstalled Windows because I thought that might get rid
of the problem.

I also e-mailed him the page in your site about different
symptoms related to computer freezing, but he did not seem
to think they describe his problem. He sometimes does get
Explorer to work, but only briefly. Freezing and the
message above appear. He is ready to give up on his PC and
buy an Apple. I don't know what else to say, I'm not being
a good intermediary. Thanks again.

I will save that link in case needed, and will look at it
now too. My friend says he was with Dell for hours on the
phone and with guidance reinstalled again Windows 98,
with, he says, "some tricks I did not know". He says the
computer seems fine now. Thanks again for your trouble.
