I know what OCR means, so I guess you are doing some scanning.
Guessing you have not yet tried Google to search for: IOCR
application has stopped
If you do decide to try Google, you will get at least one hit that
points to an HP scanner issue.
HP has a decent support form (not as good as this one), so if you read
the Google hit and still can't figger it out, try the HP Support
Group, or maybe there is an HP scanner group around here, but there
are lots of folks on the HP Support site - you might even try
searching there for your error message and a solution.
