Error Message "System32\drivers\fastfat.sys"

The following error message occurs "windows can not start
because the following file is missing or corrupt:

System32\drivers\fastfat.sys

You can attempt to repair this file by starting windows
setup using the original set up CD. Select "r" at the
first screen to start repairs"

It then goes into a loop no matter what you chose
including saft mode attempts.

Any remedy?

running chkdsk?

I can't get that far. When I try to reboot, it loops
back to the same message.
