Error Message: "Insufficient system resources exist to complete the API "

I put too much stuff on my hard drive.
Now I cannot even start my computer.
The message : "Insufficient system resources exist to complete the API" (ISASS.EXE) appears then it reloads in a loop.

Can I use the Startup disk to clean my hard drive and try again ?
Is there any other solution?

I run Windows XP Professional.

You should format the drive, clean install Windows, reinstall drivers
and programs, restore data from backups. Here's a link about Clean
