"Insufficient system resources exist to complete the API"

I put too much stuff on my hard drive
Now I cannot even start my computer
The message : "Insufficient system resources exist to complete the API" (ISASS.EXE) appears then it reloads in a loop

Can I use the Startup disk to clean my hard drive and try again
Is there any other solution

I run Windows XP Professional
