Error message ID 11311 - can't load MS office. "Medion" brand pc

Recently purchased Medion brand (European make) pc from Best Buy. Cannot
load MS office sw (among others). Error message as follows: error 1311 source
file not found. Make sure you have source file.

windows critical updates (package 1) have been loaded. Interestingly enough,
some sw programs do load without error, for example games, and norton
personal firewall. But, MS office and Norton System Works 2004 sw get same
error message as described and will not complete loading.

If anyone has experienced this issue or can give me some advice I would sure
appreciate it.

I have same problem, receiving that same msi error 1311,
even though the file it cannot locate is obviously present.
So far, the only cure i have found is to copy the entire
CD onto my hard drive and then run the setup - in two cases
this has worked! Still have not found real cure. MS has a
knowledge base article (299774) which says something
useless about how this means the CD drive cannot read the
file and then goes on to suggest the method I stated above
- obviously when copying the file, the drive could read it,
so why not during the install!?! - Good luck to us all...

Follow-up with possible solution! See MS knowledge base
article 325076. As noted there, my problem involved a
security setting that I had made that restricted CD drive
access to logged in users and apparent the windows
installer does not run as a logged-in user. Once I
disabled that security setting (using the control panel,
admin tools, local security policy and the setting is
under local policies...security options) the installation
works and I don't need to copy entire CDs!
