Error Message at startup

Hi All
I am getting this error message at startup with windows
XP home.
apifx.exe has encountered a problem and needs to close.
We sorry for the inconvenience. Please tell Microsoft
about this problem. We have created an error report that
you can send to us. We will treat this report as
confidential and anonymous. Two buttons: Send error
report or don"t send.

error report contains:
error signature
szAppName:apifx.exe szAppVer:0.0.0.0.
szModName:ntdll.dll
szModVer:5.1.2600.1217 offset:000441db

reporting details:
this error report includes:information regarding the
condition of apifx.exe when the problem occurred, the
operating system version and computer hardware in use,
and the Internet Protocol (IP) address of your computer.

error report contents included in this error report:
C:\DOCUME~1\Owner\LOCALS~1\Temp|WERA.tmp.dir00
\apifx.exe.mdmp
C:\DOCUME~1\Owner\LOCALS~1\Temp\WERA.tmp.dir00\appcompat

when this happens it stops the startup of my computer
untill I click on either send or don't send. Can anyone
help me fix this?

Run AV software.

I did that. Updated and ran Norton AV and the problem is
still there.
