Error in accessing any Excel spreadsheet or Excel.

Error 1926. Could not set file security for
file "C:\config.msi". Verify that you have sufficient
privileges.
Even though I am logged in as administrator I still cannot
run even a repair feature on excel. Also, everytime I try
to access a spreadsheet it calls up the install screen for
the CD then errors out with this error.
Anyone have any ideas?

It appears to me that the Microsoft installer is possibly corrupted, and
you might have an Install on First Use set for some feature of Excel.
If this is WinXP then try running from a command prompt: sfc /scannow to
repair system files, or whatever Win2K has for system file checking.
