Error "enter network password"

I am using Qwest ISP and have set up a new email POP3 account. I would
eventually like to get it set up as my Outlook default account but can't get
past the popup box "enter network password". doing this puts me in a infinte
loop of trying to enter my password until I finally hit the cancel button and
then receive the error message: log onto incoming mail server (POP3):Outlook
could not connect to the incoming POP3....did not except username or password.

Unsure why I get this message since this isn't a network connection. Any
idea's as to a fix?
