Error Code is 7

When I restart or start my pc it runs to a point and when
I have tried to reboot and use the XP cd to reinstall it
comes up with setupdd.sys error code is 7. What do I need
to do to fix this problem? Do I have to run a anti-virus
system first then try to reboot?

Windows could not start because the following file is missing or corrupt:
System32\DRIVERS\pci.sys

Setupdd.sys could not be loaded. Error code 4.

Setupdd.sys could not be loaded. Error code 7.
