error code 0x80090019 some progress

when I try to start windows xp i get error code 0x80090019.
I have good software that is legal.
When i use F8 and try safe mode, i get the same message. I can only access
the command prompt/ safe mode screen. Any ideas?

I used the sfc/scannow and it says the specific error code is 0x00000ba the
RPC server is unavailable.
now the spyware doctor drivers are starting up on their on?

You can try using Windows Defender, or some other antispy app. 'spyware
doctor' is probably itself a form of virus.
