Error at startup "RTHDCPL.EXE - Illegal system DLL realocation

The system DLL user32.dll was relocated in memory. The application
will not run properly. The relocation occured because the DLL
c:\windows\sytem32\HHCTRL.OCX occupied an address reseerved for Windows DLLs.
The vendor supplying the DLL should be contacted for a new DLL. So I looked
at the properties for HHCTRL.OCX and it said the vendor was microdoft. Can
you send me a new one please.
