Error 88780078

I am trying to download the WGAPluginInstall.exe file. Everytime I try
playing a sound file on my Winamp player I get the Error 88780078. It will
not let me play any sound files and it is hard to fild the WGAPlugin
Install.exe file on the Microsoft site.
