To solve the problem, make sure that the services "Remote Access Auto
Connection Manager", "Remote Access Connection Manager" or "Telephony"
are set to "Manual".
If you use Windows XP SP2, then check if the "Security Center" service
is disabled. If it is, set it either to "Manual" or "Automatic".
What's the difference between "Manual" and "Automatic"?
It depends if you use a firewall or an anti-virua software that the
Security Center does not recognize. Even if you switch off the
notifications, it will still bug you, if the startup type is set to
"Automatic". With startup type "Manual" it will not bug you anymore.
After all changes are made, reboot the computer.
