Error 633 with dialup modem problem

Hi, following the post from last week about 56kb modem problems, after
checking what is been used to dial out, it shows that the 56kb modem is
used, BUT, when my cousin tries to dial up he gets the following error:

Error 633, modem in use or needs to be configured. Or words similar to
that.
On doing some more checking tonight, he has some fax software which also
uses the same fax modem. When we try to send a fax through the modem it
works ok; it will dial up and make the usual dialup noises.

We have entered DNS addresses of the dialup provider in TCP/IP
properties, but not an IP address, as that has been left to 'obtain
automatically'.
But still we get the same error message as before.
The modem works on both mine and his machine, that has just been
determined, so why won't it dialup?

A fax modem can have a 'extra setting' for auto-answer. (AT...A...)

Modem app in control panel, properties....advanced ...extra setting input
box, remove the "A" from the init string.
(or use the fax software to disable auto-answer.)
