Error 633 in dialup network

Receive error 633 (The modem is in use or is not
configured properly.) when attempting to use dial-up
networking.
The query modem function in device manager is able to
communicate with the modem as it hyperterminal.
Neither the telephon.ini nor the tapiini.exe file exist
on the system. Have I missed a required component?
Any other ideas?

I'm no expert, but I'd definitely try running a 'search'
on the CD Rom for the Op.Sys. using those file names. If
an OEM situation, you may find them on a 'Restore' disc
and not have to bother with the XP CD Rom. Sincerely
