Error 1606: Could Not Access Network Location

I just upgraded from Windows 98 first edition to Windows
XP home edition. I could not get XP to recognize the
drivers for my Palm Desktop software so I decided to
uninstall & reinstall it. since I cannot "hot-synch" my
Palm device. When I try to install/uninstall I inevitably
see the error message:
Error 1606: Could not access network location:
"::\Documents and Settings\John\Send To"

I have read Microsoft Knowledge Base Article - 315352
which supposedly deals with this problem, but the solution
provided (edit the registry entry for
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersio
n\Explorer\User Shell Folders\Common Administrative Tools)

does not work because "...this registry key exists only if
you upgrade your computer from Windows 98 Second Edition
to Windows XP or from Windows Millennium Edition to
Windows XP." Since I had Win 98 first edition, this
registry entry does not exist on my computer now. Tech
Support at Palm could only give me the same answer as the
above Knowledge Base article - so no help there.

The other posts I have read on this error talk about
manually deleting every reference to "Palm" in the
Registry. When I checked there are hundreds of such
references scattered throughout the registry. Backing up
the registry in its entirety and deleting every Palm
reference manually sounds like a daunting (and tedious)
task to me.

There is also apparently an installer clean up program
available for this kind of error if you are using an older
version of XP, but when I checked my brand new version
precludes running that.

I'd be grateful for some expert advice on how to fix this
problem. HELP!

Thanks, but the script at

does not work for my problem. I think it specifically
relates to the registry folder which exists on Win 98
Second Edition - but my version of Win 98 does not have
that folder.

I tried using a registry crawler to delete all references
to Palm (after backing up the registry!) but that still
failed to allow me to install or uninstall the Palm
Desktop software. Any more thoughts please anyone???
