Error 1406 during installers

I am at my wits end here trying to figure out what is going on.

Tested multiple unrelated installers, all give me a 1406 error when
trying to install their software when trying to write some value to
the registry. Different registry key for different installers
but...same error, same end result.

I have done the research I can on this error. My user account has
admin priviledges. I even went as far as manually going to the
registry keys and giving permissions to everyone with no success.

I don't know what else to do, almost ready to just reinstall windows
on this thing but I rather really not have to do that.

To give some info on the system:

P4 3.2 GHz, 2 gigs ram. Plenty of storage space (if almost a terrabyte
isn't enough then I don't know what is). Windows XP with SP2 with all
the latest updates installed.

Any help or insight anyone could offer on this problem would really be
greatly appreciated!!

Thanks for your response Nate.

I tried to follow the steps in that first article but nowhere can I
find the Registry Value Permissions dialog.

I also did some more research on the affected keys in one of the
installation and it is a key related to Shockwave 8 and actually is a
known issue with the software installation.

Fix "should be" deleting Shockwave and then letting their install
reinstall it. However that does not appear to be possible somehow on
my system.

I removed shockwave and any and all macromedia stuff from my machine
and the registry key is still present. So then I decided to manually
delete the key....I get the error "Cannot delete
{D27CDB6E-AE6D-11cf-96B8-444553540000}: Error while deleting key.

This happens to be the *identical* key giving problems during the
installation.

It is weird though that I can't even modify it with regedit!!

Other stuff in the registry I can seem to edit just fine.

I found the issue.

The affected registry key for some reason had permissions set to
"Deny" for everyone. Removing that fixed things =)
