After installing XP, SP1 and all the latest patches, I
receive the following message when sending eMail through
Ooutlook Express.

The connection to the server has failed.
Account: 'pop.charter.net', Server: 'smtp.charter.net',
Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error:
10060, Error Number: 0x800CCC0E

I do NOT have the option to usee SSL with SMTP checked in
the configuration. My eMail provider tells me that the
latest patch broke my OE installation and that there is
nothing they can do. Any help would be appreciated.

I'm having this problem to. If you have already the solution, i'll
hope you let me know!!

I also have this problem, and i can't recieve or send any
email's, it has been 2 weeks, now, verizon, doesn't have
a answer, hp pavilion told me it was a firewall, I don't
have a firewall, and now i'm searching for answer. I can
go through the internet, under netmail.verizon.net to
recieve my mail, but NOT THROUGH OUTLOOK EXPRESS. After
tonight, if this problem isn't resolved, my computer is
going to someone to fix it. Is anyone else having this
problem, of not getting it to work, i found this page on
microsoft, folloed it all, but no luck!!! I am so angry
that i can't find a answer to this, it's uncalled for!

SYMPTOMS
When you attempt to send or receive messages using
Outlook Express, you may receive any of the following
error messages:

The connection to the server has failed.
Account: '127.0.0.1',
Server: '127.0.0.1', Protocol: SMTP, Port: 110, Secure
(SSL): No,
Socket Error: 10061, Error Number: 0x800CCC0E

The connection to the server has failed.
If you then view the Internet Accounts dialog box, you
may see a new news account and a new mail account both
named "127.0.0.1." These new accounts may now be
configured as your default mail and news accounts. If you
try to alter these settings, your changes may not be
saved, and the "Access the Internet using a proxy server"
setting in Microsoft Internet Explorer may automatically
be enabled when you restart your computer.
CAUSE
This behavior can occur if Dr. Solomon's Anti-Virus
Deluxe NetGuard program is installed on your computer and
is configured to monitor downloads from the Internet.
When you configure this program to monitor downloads, new
default mail and news accounts are created in Outlook
Express.
RESOLUTION
To best resolve this issue, use the steps contained in
the "Net Guard Troubleshooting Guide" for Dr. Solomon at
the following McAfee Web site:

As an alternative, you can work around this issue, by
restoring your original mail and news accounts as your
default accounts. To do so, follow these steps:
In Outlook Express, click Accounts on the Tools menu.
Click the Mail tab, click your original mail account, and
then click Set As Default.
Click the News tab, click your original news account,
click Set As Default, and then click Close.
Quit and then restart Outlook Express.

You may also experience the behavior described in
the "Symptoms" section when you install Norton AntiVirus
2000. To resolve this issue:
In Outlook Express, click Accounts on the Tools menu.
Click the Mail tab, click Server, and then change the
incoming mail server from 127.0.0.1 to the correct server
name.
Remove and retype your user name and password.
Quit Outlook Express, and then start it again.

I have gotten the same error message...but I also have
very confusing and unexpected results with Outlook 2002.
I can't get an 'automatic connector' to dial up (altho
it's all configured correctly), I also sometimes get
unexpected 'dropping' of connections after Outlook (not
OE) processes my mail (in or out), etc. etc. etc.
I am also using OE which runs like a charm as does IE.
It would appear from this support newsgroup that OUTLOOK
has a LOT of problems.
