If still no joy, turn off e-mail scanning.

Turn off e-mail scanning in your anti-virus program. It is a redundant
layer of protection that eats up CPUs, slows down sending and receiving,
and causes a multitude of problems such as time-outs, account setting
changes and has even been responsible for loss of messages. Your
up-to-date A/V program will continue to protect you sufficiently. For
more, see:

Why you don't need your anti-virus to scan your email

Note that for some AV programs, it may be necessary to uninstall the
program and reinstall in Custom Mode and uncheck e-mail scanning when the
option arises.

This is why you will notice in many of the posts in this NG that it is
stated antivirus programs cause intermittent issues, with no "rhyme or
reason" - okay one day, gone south the next. Sometimes a reboot will fix
it, sometimes you have to uninstall, sometimes you can turn it off, reboot,
turn it back on and all is fine. Sometimes it never recovers . . . .

So, the best bet is to uninstall the antivirus completely and use one that
does not interact with email as it is a redundancy layer of security -
normal file scanning will take care of any issues in email because after
all, email is just a file . . . . .

I had this same problem which I fought for 2 days. I disabled my AVG
email scanner and firewall, rebooted several times, called my ISP in
U.S. and was told probably ISP problem in Mexico. Decided to do a SYSTEM
RESTORE to 3 days prior and still had the problem. So I did another
restore to todays date, turned on my email scanner and firewall and
"bang" Windows Mail started working again.
