Errmsg when install TweakUI.exe

I'm trying to install PowerToys to remove Ballon
messages. I'm receiving an error message everytime I try
to install it.

Here it is:
"The procedure entry point GetDIIDirectoryW coun not be
located in the dynamic link library KERNEL32.dll."

Does anyone know how to solve this?
