Eroneous File ~ keeps poping up on desktop

Does anyone know why a file with the name ~ (tilde) is
constantley showing up on my desktop after surfing the
internet? It's always the exact same file ~ and the exact
same size.

size: 195 KB
scan on disk size: 196 KB

Delete it , it's a known Bug in outlook express, it's
your address book.
