erase email pop ups screen restart outlook

[outlook express erase command]

i try to erase the emails, but when i do it it comes a pop up screen saying
htat i need to restart the outlook.
i do it but theproblem continues

Please provide further details, such as version of Microsoft Outlook (if
you're using Outlook Express, it's not the same email client and has its own
newsgroup) and type of account.
