Endless "Looping"

I have a brand new system with ONLY XP Home installed. Clean, virgin
install.

Have a HP LaserJet 1000 (USB) installed. No other USB devices. I get a error
message from the taskbar stating a USB device has failed.

If I go to device manager, it is non-stop refreshing (like it's looking for
a new device).

Any ideas why this might be happening?

If the system is brand new, contact the manufacturer's tech support.

Sounds like hardware. Could be the printer going on/off on the USB.
When you unplug the printer does device manager settle?
If you have another USB device, plug it in. Does device manager start
refreshing again?
That would test the USB vs. the printer.
