endless configuration utility

Every time I start my XP PC I get a System Configuration Utility box
telling me XP is in the Selective or Diagnostic mode. I am to select
Normal. I select Normal, select reboot, and XP starts up with the same
System Configuration Utility box. My current action is to select Exit
but don't reboot. How do I get out of this?
 
There should be a box to check that says Do not show this dialog box or
message again at startup. Should
be on the left corner.
