Encrypting Files

With Windows 2000 I can encrypt files so that only the encrypting user can
access them.

If that user then gets deleted and those files are still encrypted can
anyone access them?

I was understood that the Administrator was always able to access the files;
is this true?

Yes, what you heard is true. The administrator is always able to unencrypt
the files. If the user creates a recovery agent, then the recovery agent
will also be able to unencrypt the files.
