enabling cookies

whenever i try to gain access to my hotmail account my it
says that my web browser is set to disable cookies. i
have gone under the tools, internet options and changed
all of that to accept all cookies, yet the message still
comes up. i tried the same settings on a different
computer and it was fine, allowing me access to my
account. hotmail appears to be the only site that's
having the issues with the cookies. i don't know what to
do, and i can't get ahold of any hotmail tech support to
figure this out. any advice would be greatly appreciated.
