Enable Context Warner cause problem on navigating other site.

I would like to enable the Context Warner to disable some unwanted site.
But after enabling it, some sites not in the unwant list were found to have
problem.
Sample: http://sc.info.gov.hk/TuniS/www.gov.hk/tc/residents/
After navigate to the site, I try to click some link also start with
http://sc.info.gov.hk/ , but the page cannot be load. If I stop the Context
Warner, it's fine for it to load.
So how could I fix it if I still want to bar the unwanted site but able to
work well on the http://sc.info.gov.hk/... site.

This setting will allow some undesirable sites through, but in Content
Advisor> Settings> General, check the box for "Users can see websites that
have no rating."

I suspect your site is being blocked because it has no rating.

Thanks, But actually i have already check the option and not work.
Seem what the web done is to translate and redirect another site to me. i.e.
translate http://www.gov.hk/tc/residents/ to
http://sc.info.gov.hk/TuniS/www.gov.hk/tc/residents/
So how can I handle this.
