Empty Fax folder after Fax install

I had tried to install Win XP Fax, got the 'need SP2 CD' notification,
ordered the SP2 CD, received same, tried to install and got zip. Nada. Then
further research told me I had to expand a long list of files, which I did,
then tried to install, and I had success..or so I thought. Start/All
programs/Accessories/Communications/Fax...EMPTY!!!

I followed Jon's instructions (from a 2005 post), making certain the files
are expanded and in the correct directories (they are), and STILL have an
empty Fax program file. My modem works, I get indications of a successful
install, click on Finish, but ... nothing.

I went to System 32 and created desktop shortcuts to fxsend, fxssvc,
fxscover, and fxsclnt. Some seem to function, but if I try to DO anything
from within in them I get error mesages. I.E.:

Fxssvc results in a black command screen where I don't know what
command to issue.

Trying to open fxssend results in a error message "To send a fax you ust
have a fax printer installed. You can either attach a local fax device to
your computer, which installs a local fax printer, or you can add a remote
fax printer connection."

I can open Fax Console, and the resulting shortcut icons link to the
appropriate areas. BUT if I go to Tools/Configure Fax I get "A connection to
the fax server cannot be made" error. Also, No Fax Printer Installed is
showing in the Fax Console task bar.

I can create Fax Cover Page in Cover Pausing fxscover.

I can dial out with my modem, so I know that function works, and
diagnostics indicates no problems, BUT I can't install or send a fax. I
attached an
external Fax modem with the same results. The external works on my Gateway
Win XP Laptop using XP fax.

Going to Printers/Faxes shows HPLaserJet printer, Microsoft XPS Document
Writer, LKD15F97 (wireless HP Inkjet), PaperPort B&W, PaperPort Color,
SnagIt8 Printer, but no fax or fax printer.

Looked for the hotfix that has been mentioned so MANY times on the
newsgroups and can't locate it. Is it included in SP2??

Win XP Pro Sp2, Dell Latitude C610 (laptop) integral PCtel 2304WT V.9x MDC
Modem Data/Fax. This machine is in a CDock II Docking station. I have tried
installing docked and undocked, same result. I also tried with a working
external USB modem (from my spouse's machine) with the same result.

2. Why can't the XP Fax Installation Program find the Installation Files?

In this case, it found everything, but didn't install it correctly. Its
likely you have security data base corruption as documented here:

You cannot add a Windows component in Windows XP

You can either:

1. Get the hotfix mentioned in the KB article and install it. Microsoft
does not charge for support calls to get supported hotfixes listed in
Knowledge Base articles.

2. Try this procedure using the Esentutl.exe utility mentioned in the KB
article to recover from security database corruption:

I can report that the Esentutl utility has corrected the problem in a number
of cases, HOWEVER, note that Microsoft does NOT recommend that you use the
utility and would prefer you try the hotfix.
