How can I create a new email account with the extention @microsoft.com?
I want to use my windows mail program that came with vista

The only way you can do what you want is to get a job with Microsoft.

If you are not able to do that, try Gmail, Hotmail or whatever email
accounts your ISP offers.
 
Go to Help | View Help and read about setting up Windows Mail with your
current email account.

The part of the email address after the @ is the domain name; in other
words, in "@microsoft.com" the microsoft.com part is the domain.

You can use email accounts for nearly any domain that provides email
services and that allows you to use it. Your ISP will probably provide you
with a few email accounts but Microsoft won't.
