I checked several XP installations and none has "Resize this picture" as an
option under File and Folder Tasks.

What happens after you select the picture and click on "Email this file" under
File and Folder Tasks? That's how I can bring up the dialog to resize pictures.
You can also select the picture you want to send, right click on it, and select
Send to -> Mail Recipient to bring up the dialog.

Note: Microsoft has a program that allows you to resize one or many image files
with a right-click.

Microsoft PowerToys for Windows XP

Direct Download of Image Resizer

Good luck
