Email rule

I use Exchange 2003 and outlook 2003
all user set to exchange mode

Domain user A creates a rule that when Domain user B send email to A, it
moves to a specific folder. This rule check when message arrive.

However, When B sends A, B's email still in inbox and does not move to
specific folder. However, when i Trigger the rule manually, "run rule now",
it moves all B's email to that folder.

So strange. Any idea?

What condition(s) does the rule use? Where is the folder located?
