Email requests user to install Japanese language pack

I've got a user who's email message, when received by recipient, is asking
the recipient to install Japanese language pack. I'm trying to find out what
I need to change on the Senders computer so that it stops asking users to
install the language pack.

If anyone has any suggestion, I'd appreciate it.

It has to do with IE so that's where the setting is. Try viewing a Web Page
in Japanese with IE and then, when prompted to install the language pack
refuse and I think there's a box that says to never ask again.
To be honest, it is no big deal just to install the language pack.
 
I happen to read and write Japanese and would like to install the Japanese
language pack. I purchased a laptop with XP Home already installed, and I
don't have a Service Pack 2 CD ROM that is required to install the language
pack. Is this something and can download online?
