How to stop emails from downloading from server. I have
set "rules" under outlook express but they still keep
coming. Any ideas as to what I am donig wrong?

In Outlook Express, click on tools>options
click mail tab
click on account name and click properties
click on advanced tab
down near the bottom put a check in "leave a copy on server."
click OK
click Close
