Edit Icon doesnt work in Picture and Fax Viewer

The edit icon in picture and fax viewer is suppost to invoke the Microsoft
Picture Editor on the picture file. On my system, this doesn't work, I can
still run the Picture Editor on the picture file, but the link to the
Picture and Fax Viewer doesn't work.

Any ideas would be appreciated.
