Download new audio drivers and install them.
Check the little book that came with your audio card or
motherboard, and look wich type of audio chipset you have.
Search the manufactorers web site, download the newest
drivers corresponding to your OS and install them. If the
problem isn't solved by this, your audio device is
probably broken.

....... or you've got a filter (echo ...) turned on. Check out the options
for effects in all your music making / playing software, and turn it off.

Turn it off or reset it. Use the software installed for your sound card.
Usually find it in your list of programs. Mine is c-media 3d audio. It will
let you do the echo and other weird sound effects. Might have another name
on your pc.
