Rush, suggest you contact bbc watchdog as they featured pay-pal recently on one of their shows. Pay-pal said that all these sort of problems had been sorted & customers would get a better service from now on!

Dear Paul Stevenson,

Thank you for contacting PayPal. We regret the delay in responding to
your service request.

From looking at your account I see that the payment for £22.99 GBP
arrived in your account on Mar. 31, 2006, which brought your account
balance to £52.64 GBP. Then on Apr. 2, 2006, you withdrew those funds of
£52.64 GBP to your bank account, which left you with a zero balance. The
amount of £22.01 GBP was then put on hold on Apr. 4, 2006, and reversed
back to (hide Buyers email address)Apr. 26, 2006, which left your
account negative £22.01 GBP.

In this case you were eligible for our Seller Protection Policy, and
should have relieved an email requesting information about this
transaction. I will resend this info to you (attached), and would ask
you to reply to it. We may be able to return these funds to you.

In the meantime, your account is negative, and as previously stated you
will need to add funds to restore the zero balance.

Please fill in this information and return it to us.

1. Buyer's Email Address:

2. Buyer's Name:

3. Transaction Date:

4. Transaction Amount:

To help in our investigation, we request that you reply directly to this
email within seven days and provide the following information.

1. Transaction ID number

2. The item that was purchased, and the value of the item

3. The name and address given to you by the buyer

4. Whether or not you have shipped the purchase. (If you have not
yet sent the purchase, please do not proceed with the exchange)

5. If shipped, the company used for shipping, date of shipment, and
tracking number so that PayPal can verify online for shipment and
delivery. For items $250 or more in value, proof-of-receipt must include
a signature from the buyer

6. Details of any other payments you sent or received that were
related to the above transaction

7. A phone number where you can be reached during the day and
evening

8. We would like to obtain as much information as possible about the
above transaction, including any email correspondence between you and
the buyer, in order to expedite this investigation. Solving fraudulent
cases helps us continue to offer PayPal as a secure and cost-effective
payment service. Thank you for your cooperation and assistance.

Please let me know if you need further assistance.

Sincerely,
Colin

customer message: Describe the nature of your complaint: 'I sold 2 games
on ebay (8272120346) for £22.99 . The seller paid , i sent the games
and he left feedback...Then i was told paypal were investigating the
claim after after 10 days they favoured the buyer and reimbursed him...
I have contacted the buyer and his reply is as follows...
"LOOK mate you need to ask paypal. Once i pay for the item there is no
way i can reverse the payment. Explain to paypal not me. thank you"

Do not send me any more crap emails like this one below..

Thank you for taking the time to contact us with your concerns. I am
happy to assist you further.

Upon reviewing your account, I can see that you have a reversed payment
on your account. You have a denied payment because the person that your
trying to pay has some issues with PayPal. The money was credited back
>to your account but it went to negative balance and you need to restore
>your negative balance. I'm sorry for the inconvenience.
>
>You can transfer funds into your PayPal account for the amount needed
to
>bring the account balance to a zero or higher balance. To resolve this
>outstanding balance and avoid further action, follow these
instructions:

>
>I am not trying to pay anyone..i am recieving payment ...i am the
seller (doh)
>
>Where is my money ????'
>Please select which type of account best describes you.:

This incredible saga has now taken another twist....

A message from Ebay

A member with whom you've recently transacted has been indefinitely suspended from eBay within 90 days of registration. We have removed any feedback they left for you or others.

eBay removes feedback when a member is indefinitely suspended for certain policy breaches within 90 days of registration. eBay believes that members indefinitely suspended soon after registration shouldn't be able to permanently affect another member's account.

and guess who it was !!!! at least Paypal acknowledge my complaint though and are dealing with it...more news as it happens
