earthlink pop up blocker

when ever I try to open any program or new window earthlink pop up
blocker tries to open even though it’s no longer in use. I have even
got a disk for removal from earthlink and it hasn’t helped. Looking
into the start up menu I see a file called E6TaskPanel that is
associated with this opo up blocker, but i can’t delete it or remove
as windows says it is a needed file.
Any one got any ideas on how to get this to stop poping up every time
I open any window. And it doesn’t matter whether I am on line or not
it pops up regardless.
I’ve done a search of the file and windows can’t find it.

this is what pops up. After clicking cancel on that I get another
pop up with an error code of 1706, and after clicking cancel on that
another window pops up that says please wait while windows configures
earthlink, and then I cancel that I finnally get the program or window
I WANTED. This can go on for 3 or 4 times every time I open anything.
HELP !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

The IE Tools menu has an item for "Manage ad-ins" This might let you disable this activeX object.
