I want to offer a newsletter/what's new, for people to sign up for, that will
be sent out monthly. How do I set everything up in FrontPage 03 so that when
people provide me their e-mail addys the "address" list will get generated
and the newsletter gets sent out automatically? Is there a form I need to set
up?

There's no way to do this automatically with FP. You can collect a list of
email addresses with a FP form. The rest you have to do yourself...take t he
email addresses out of form results, create the newsletter with whatever you
are using for your newsletters, then use the email addresses to create a
distrib list in whatever email client you are using.

Yes you'll need a database and server side script suitable to your host (as
long as they allow such scripts to run) - to collect email addresses and an
application to send out the emails such as this one:
