Click Tools, Internet Options or Start, Settings, Control Panel, Internet Options, under
Tempory Internet Files, click "Delete Files", check "delete all offline content", click "OK",
"OK",

Another reported cure is to click Start, Run. In the run box, type "regsvr32 urlmon.dll" without
the quotes and press Enter. Then open Internet Explorer and go to Tools, Internet Options,
"Programs" tab, and click on "Reset Web Settings...", click "Apply", "OK"

Now try it again. If it still fails to work, then look here:

1. You click on a link and an IE window doesn't even open:

2. You click on a link and an IE window opens but it doesn't load: Try re-registering all of the DLLs listed in this KB article...

3. Installing the latest Cumulative Patch for IE may solve the problem as a side-affect. Check in at Windows Update.

Open Windows Explorer, Click on Tools, Folder Options, then the File
Types tab, scroll down to and select URL:HyperText Transfer Protocol,
click on Advanced then Set Default button. OK all the way out and you
should be working.
