Ask your ISP. You will probably need to indicate your outgoing mail server
needs authentication, but the particular parameters will be the same as
needed for OE, so as your ISP.

Also fix your Time\Date settings. You are posting from the future
 
when setting up e-mail account,is the incoming mail pop3 and what is the
outgoing setup????
 
Yep, he's posting from the east coast but has his PC
configured for the Pacific (west coast) time zone.
