POP3 or IMAP

When setting up email with Vista's wizard, I come to a window that says:

Set up e-mail servers

Incoming mail (POP3 or IMAP) server:
(blank space)

Outgoing e-mail server (SMTP) name:
(blank space)

(box)Outgoing server requires authentication

Can anyone tell me how to fill this out? I use a WI-FI connection based off
my neighbours service, so I dont really have one ISP. Thanks!

You should note that if your neighbor is not aware of this, you may be
breaking the law (theft of service, which can lead to criminal charges,
convictions, and criminal records). Don't pretend that it isn't serious;
if they don't know, if you don't have permission, you are stealing from
them.

You should at least offer to pay for part of the service, and if they
refuse, get your own provider; I would expect them to take action to block
you if they don't prosecute. If they say no and you continue, it's only
while they gather evidence.

You say you have no ISP. Do you actually have an email account on a
server? The email provider is who you ask regarding server settings. In
Windows Mail you enter this information, but you do not determine what it is
with Windows Mail. If you don't have an email account, that is your next
step, after gaining legitimate network access.
