dysfunctional hyperlinks from HELP

When I click on the (blue) 'Related Topics' link in 'Help & Support' it
goes red, but does NOT take me to further information. Instead, a
little icon is placed next to 'Notes'. How can I get full functionality
restored to Help & Support ?
