dynamic web templates access

I have been setting up some dynamic templates using frontpage 2003. How do I
set it up so that other authors get the template and have access only to the
regions I have defined? Right now it appears that they can access any part of
the page. Is there a special permission setting?

Define editable areas on the template, then they have to create a page, and
attach the template to the page, then they can't edit the areas you don't
make editable.

Correction
They are "prevented" from editing only in Design view
and are only warned about changes made to non editable regions in Code View
(but can override the DWT)
