DVD-RW -- XP Error code 19

A neighbor has a Dell Latitude D600 with XP SP2 and a Philips DVD-RW
which came with the unit. Connecting a different drive has the same
error. The drive could boot up the machine without problem (IE it
doesn't seem to be a hardware issue).

Doing web searches, comes up with an issue with Roxio and
this Microsoft KB:

I removed the upper and lower filter lines and that did not help. I
removed Roxio Easy CD 5.3.4 SP8 which came with the machine... that did
not help. I reinstalled Roxio, that still did not help.

Any other ideas? Maybe I'm doing something out of order?
 
Possible solution:

Go to Start > Run and type in: devmgmt.msc
and press the Enter key. After the Device Manager
window opens, scroll down to your DVD-RW
drive, click the "+" to expand, then right-click on
your DVD-RW Drive and select Uninstall. You will
be prompted to reboot your computer, so reboot
and Windows XP will reinstall the DVD-RW Drive.

I should've mentioned:

I've already removed and uninstalled the DVD DRIVE in Windows.
I've already removed the 2nd IDE in Windows as well.

2nd IDE reinstalls fine - the drive has the same code 19 error.

Try it again, but use this vbs script by Doug Knox and reboot when done.
